UK’s First Emergency Response Service Center Turns 20

ABERDEEN, UK, April 28, 2026 – CB&I’s Asset Solutions business (formerly Petrofac) has marked 20 years of its Emergency Response Service Centre (ERSC) in Aberdeen.

Pioneered in 2006, the ERSC was the only one of its kind in the UK, aimed towards the oil and gas industry. It was introduced at a time of new legislation such as corporate manslaughter, the Control of Major Accident Hazards (COMAH), and the Civil Contingencies Act. The team is a critical part of ensuring North Sea operators have access to a dedicated professional emergency management service providing a measurable response using standardised best practice which is legally compliant.

From its strategic location at Aberdeen Harbour, the ERSC team works closely with the emergency services, including the Maritime and Coastguard Agency, as well as industry regulators, and other agencies. The ERSC is the first point of contact for over 100 North Sea assets, providing them with an instant response in an emergency.

The specialist Emergency Response and Crisis Management team, with backgrounds in oil and gas, the military, and emergency services, has over 500 years of collective experience. They cover all training needed to respond to every aspect of an emergency, from call out and mobilisation services, relative and media response functions, through to a fully supported incident management room.

Fast mobilisation is key – the ERSC is operated 24-hours-a-day, 7-days-a-week, 365-days-a-year in a constant state of readiness to respond. It is also used extensively to run training exercises, including oil spill contingency planning and is the interface with The Secretary of State’s Representative.

The ERSC also plays a pivotal role in tasking the energy industry-funded search and rescue (SAR) helicopters, operated by Offshore Helicopters Services UK Ltd (OHSUK). They provide medical cover for up to 10,000 workers in the North Sea, including emergency medical retrieval, attending injured or sick people in an extreme environment and getting them to safety as quick as possible. In May 2025, the team reached the landmark of completing 1,000 tasks over the past ten years since the inception of the initiative.

Formally opened in April 2006 by the Right Honourable The Lord Cullen of Whitekirk, he returned in 2016 to celebrate ten years of the ERSC. He praised the team for keeping up with changes to industry best practice and continuous improvement.

Whilst state-of-the-art at the time of conception, the ERSC has evolved through the years. In 2006 they relied on physical response rooms. Fast forward to 2026 and the team is fully digital enabling a global, integrated response capability. They support clients across Asia, Africa, Australasia and Europe. To date, they have answered over 12,000 calls, which has seen them handle over 200 full emergency incidents.

John Pearson, Chief Operating Officer of Asset Solutions, commented: “The ERSC has played a critical role in supporting the industry over the past 20 years. It’s undeniable that the team provides an essential lifeline to many organisations as part of their wider emergency response planning. It’s something our accomplished and passionate team is proud to deliver.”
