Duty Holder – Pioneering a Managed Solution
The 1990s low oil prices led to a wave of asset sales, with major operators divesting what they considered uneconomic and marginal fields to nimble new entrants. To stay profitable and safe in the UK’s highly regulated basis, these new entrants needed capability. In response, we pioneered the Duty Holder (or Outsourced Operator) model – where we manage the asset and Safety Case – while asset owners retain the license and maintain the relationship with the regulator. Today, that model has evolved to take a holistic, field-wide approach incorporating assets, wells and pipelines too. This operating model has been proven – offering customers OPEX savings of up to 20-30%.
